Kendra Haar, Esq.
Kendra Haar is an attorney in the Global Fintech & Payments practice at Paul
Hastings. For over a decade, she has advised fintech and blockchain companies—from
early-stage startups to public companies—on navigating the complex regulatory
landscape of financial services. Her clients include traditional and nonbank financial
institutions, payment processors, payment networks, and digital asset trading
platforms. Kendra is known for guiding payments companies from inception through
regulatory planning, licensing, and ongoing compliance, serving as a trusted adviser at
every stage.
Kendra’s practice spans a wide range of matters, including product development and
commercialization of payments and digital asset offerings, federal and state regulatory
compliance, strategic partnerships, and commercial transactions in the global payments
space. She has led numerous clients to obtain state money transmitter licenses and trust
charters, and she has significant experience forming OCC-chartered national trust
banks and advising on stablecoin regulations. Her deep expertise in federal and state
financial services laws—including the Bank Secrecy Act, money transmission laws,
and anti-money laundering requirements—is complemented by her designation as a
Certified Anti-Money Laundering Specialist. She regularly represents clients before
federal agencies such as FinCEN.
