Behind every federal program, contract, and purchase lies the appropriations process—a constitutional framework that determines how money moves through government. This CLE course unpacks that process for attorneys, tracing how Congress authorizes and allocates funds and how agencies, in turn, use those resources to pay for everything from routine office supplies to multi-billion-dollar defense systems.
Attendees will explore the legal boundaries Congress has placed on federal spending and gain a working understanding of when, how, and for what purposes agencies are permitted to obligate funds. The program also examines the role of accountable officers, outlining both the scope of their responsibilities and the potential liabilities they face under federal law.
