This CLE program examines the complex legal and institutional landscape surrounding civilian oversight of law enforcement. It will explore the structure, authority, and limitations of oversight bodies, with particular attention to the statutory, constitutional, and contractual frameworks that govern their operations. Participants will gain insight into the legal protections afforded to officers, including due process considerations and collective bargaining constraints, and how those protections shape investigative and disciplinary processes.

The program will also address the practical challenges oversight agencies face in carrying out their mandates, including managing public expectations, maintaining credibility and independence, and navigating relationships with police departments and municipal leadership. In addition, it will analyze the broader political and policy dynamics that influence oversight, such as funding decisions, shifting public priorities, and competing institutional interests.
